AMPP SP21511-1-2024

Laser Ablation for Surface Preparation of Ferrous Metals, Pulsed Laser

AMPP

Surface Preparation

What it covers

AMPP SP21511-1-2024 addresses the use of pulsed laser ablation as a surface-preparation method for coated or uncoated ferrous metal substrates before application of protective coatings or linings. Pulsed laser ablation can be used to remove existing coatings, oxides, contaminants and other surface materials and may be used as the primary preparation method or in conjunction with other surface-preparation methods.

Inspection relevance

This standard is highly relevant to Paint Inspection Ltd’s inspection and technical consultancy work as laser coating removal and laser surface preparation become increasingly used on infrastructure and industrial maintenance projects. It provides a recognised AMPP framework against which pulsed-laser surface-preparation operations can be considered when specified for protective coating work. Inspection should consider the specified required surface condition and whether the laser-prepared substrate is suitable for the subsequent protective coating system. Laser ablation is a surface-preparation method; compliance with a laser-ablation standard does not by itself demonstrate that every separate coating-system surface requirement has been achieved. Depending on the project, consideration may include visual cleanliness, residual coating, corrosion products, surface profile, soluble contamination, dust and debris, environmental conditions, coating manufacturer requirements and project specifications.

ISO 8504-1

Preparation of steel substrates before application of paints and related products — Surface preparation methods — Part 1: General principles

ISO

Surface Preparation

What it covers

ISO 8504-1 provides general principles for selecting methods for preparation of steel surfaces before application of paints and related products. It forms part of the ISO 8504 series dealing with surface-preparation methods and provides a framework for considering the condition of the steel, the required prepared surface and the preparation method to be used.

Inspection relevance

Surface preparation is fundamental to protective coating performance. ISO 8504-1 is relevant when considering how an existing steel surface should be prepared before coating and reinforces the principle that the selected preparation method needs to be appropriate for the required surface condition and subsequent coating system. This is particularly relevant when alternative preparation technologies such as laser cleaning are proposed in place of methods originally specified for a project. The preparation method should not be accepted simply because it removes the existing coating; the resulting surface still needs to satisfy the applicable coating and project requirements.

ISO 8501-1

Preparation of steel substrates before application of paints and related products — Visual assessment of surface cleanliness — Part 1: Rust grades and preparation grades of uncoated steel substrates and of steel substrates after overall removal of previous coatings

ISO

Surface Preparation

What it covers

ISO 8501-1 provides recognised rust grades and visual preparation grades for steel surfaces before application of paints and related products. It includes preparation grades associated with abrasive blast-cleaning and other specified preparation methods and provides internationally recognised visual references for assessment of prepared steel.

Inspection relevance

ISO 8501-1 is widely relevant to protective coating inspection because the visual condition of prepared steel is an important part of determining whether the surface is ready for coating. The required preparation grade should be established by the project specification and coating requirements. Visual assessment should also be distinguished from other surface characteristics such as soluble salt contamination and surface profile, which require separate consideration where applicable. For laser cleaning specifically, the familiar Sa preparation grades should not automatically be assigned to a laser-cleaned surface simply because its appearance resembles blast-cleaned steel.

ISO 12944-7

Paints and varnishes — Corrosion protection of steel structures by protective paint systems — Part 7: Execution and supervision of paint work

ISO

Coating Application & Inspection

What it covers

ISO 12944-7:2017 addresses the execution and supervision of protective paint work on steel structures, whether undertaken in the workshop or on site. It forms part of the wider ISO 12944 series covering corrosion protection of steel structures by protective paint systems. The standard is relevant to the control and supervision of coating application but does not itself cover all aspects of surface preparation, coating-system selection or passive fire-protection design.

Inspection relevance

ISO 12944-7 is relevant to independent coating inspection because effective quality control extends beyond final dry film thickness measurements. Inspection and supervision during coating work can include verification of materials, environmental conditions, application activities, workmanship, coating build, defects, repairs and relevant project documentation. For Paint Inspection Ltd, the standard provides an important reference within the wider framework used when supervising protective coating application on steel structures. When intumescent coatings are involved, ISO 12944-7 should not be presented as the product’s fire-performance assessment or as an intumescent-specific design standard.

Reactive coatings for fire protection of steel elements

EOTA — European Organisation for Technical Assessment

Fire Protection

What it covers

EAD 350402-00-1106 is a European Assessment Document covering reactive coatings intended for the fire protection of steel elements. It provides an assessment basis for reactive fire-protection coating products and kits used on steel. Depending on the assessed product or kit, the system can include the reactive coating together with specified primers, topcoats and/or reinforcement. The EAD is used as the assessment basis for European Technical Assessments for applicable reactive coating products.

Inspection relevance

For intumescent coating inspection, EAD 350402-00-1106 helps establish the importance of considering the approved coating system as a whole, rather than viewing the reactive layer in isolation. The applicable European Technical Assessment and manufacturer documentation for the specific product can define relevant system components, intended use and assessed configurations. Inspection should therefore verify the installed coating work against the documentation applicable to the specific project and product. The EAD should not be presented as a universal site installation specification or as providing one universal DFT for a given fire-resistance period.

ISO 4628-1

Paints and varnishes — Evaluation of degradation of coatings — Designation of quantity and size of defects, and of intensity of uniform changes in appearance — Part 1: General introduction and designation system

ISO

Condition Assessment

What it covers

ISO 4628-1 establishes the general system used within the ISO 4628 series for designating the quantity and size of coating defects and the intensity of changes in coating appearance. It provides the framework used by the other parts of the series for more specific forms of deterioration.

Inspection relevance

Provides coating inspectors with a recognised framework for recording and communicating coating deterioration consistently during condition surveys and failure investigations. It supports structured assessment rather than relying solely on subjective descriptions such as minor, moderate or severe.

ISO 4628-2

Paints and varnishes — Evaluation of degradation of coatings — Designation of quantity and size of defects, and of intensity of uniform changes in appearance — Part 2: Assessment of degree of blistering

ISO

Condition Assessment

What it covers

ISO 4628-2 specifies a method for assessing the degree of blistering of coatings using pictorial standards and the designation principles of the ISO 4628 series.

Inspection relevance

Provides a recognised method for consistently recording blistering during coating condition surveys and failure investigations. The classification describes the observed defect; it should not by itself be treated as establishing the cause of blistering.

Paints and varnishes — Evaluation of quantity and size of defects, and of intensity of uniform changes in appearance — Part 3: Assessment of degree of rusting

ISO

Condition Assessment

What it covers

ISO 4628-3 provides a method for assessing the degree of rusting present on coated surfaces using recognised reference criteria.

Inspection relevance

Particularly relevant to protective coating condition surveys of steel infrastructure where the distribution and extent of visible corrosion needs to be recorded consistently. Rusting assessment can support corrosion mapping and maintenance planning, but the rating alone does not determine substrate loss, structural condition or root cause.

ISO 4628-4

Paints and varnishes — Evaluation of degradation of coatings — Designation of quantity and size of defects, and of intensity of uniform changes in appearance — Part 4: Assessment of degree of cracking

ISO

Condition Assessment

What it covers

ISO 4628-4 specifies a method for assessing the degree of cracking of coatings by comparison with recognised pictorial standards.

Inspection relevance

Provides a consistent method for recording coating cracking during condition assessment and failure investigation. The resulting classification describes the observed deterioration but does not, by itself, establish why the coating has cracked.

ISO 4628-4, cracking, coating cracking, paint cracking, coating defects, coating deterioration, condition survey, failure investigation, protective coatings

ISO 4628-5

Paints and varnishes — Evaluation of degradation of coatings — Designation of quantity and size of defects, and of intensity of uniform changes in appearance — Part 5: Assessment of degree of flaking

ISO

Condition Assessment

What it covers

ISO 4628-5 specifies a method for assessing the degree of flaking of coatings using the designation system and reference approach of the ISO 4628 series.

Inspection relevance

Provides a recognised method for recording coating flaking during condition surveys and failure investigations. Flaking can provide important evidence about deterioration and coating integrity, but the observed classification should not automatically be interpreted as identifying the underlying cause.

ASTM E1252

Standard Practice for General Techniques for Obtaining Infrared Spectra for Qualitative Analysis

ASTM International

Testing & Analysis

What it covers

ASTM E1252 provides general practices for obtaining infrared spectra for qualitative analysis. In protective coating investigations, infrared spectroscopy — including FTIR — can provide analytical information that assists with characterising coating materials and identifying generic chemical or binder characteristics when interpreted by a competent laboratory. The practice provides a general analytical framework rather than a coating-specific condition assessment or maintenance specification.

Inspection relevance

FTIR analysis can form part of an investigation into existing protective coating systems where coating history or generic binder chemistry is uncertain. This can be particularly useful during coating condition surveys, maintenance planning and failure investigations. Laboratory findings should be considered alongside field evidence such as coating condition, layer structure, dry film thickness, adhesion, corrosion, defects and maintenance history. FTIR analysis alone should not be interpreted as proving coating compatibility, identifying an exact commercial product or determining remaining coating service life.

ASTM D4752

Standard Practice for Measuring MEK Resistance of Ethyl Silicate (Inorganic) Zinc-Rich Primers by Solvent Rub

ASTM International

Testing & Analysis

What it covers

ASTM D4752 provides a practice for assessing the methyl ethyl ketone (MEK) resistance of ethyl silicate inorganic zinc-rich primers using a solvent-rub technique. For applicable inorganic zinc-rich primers, MEK resistance can provide an indication of the degree of cure and can be used as part of inspection before subsequent coating operations where required by the project specification or coating manufacturer’s requirements. The practice should not be described as an adhesion test and does not directly measure coating adhesion strength.

Inspection relevance

Ethyl silicate inorganic zinc-rich primers may require verification that an appropriate degree of cure has been achieved before overcoating. ASTM D4752 provides inspectors with a recognised method of assessing MEK resistance for these applicable coatings. The required resistance or cure criterion for proceeding with a particular coating system should be established from the relevant project specification, coating manufacturer’s documentation and agreed inspection requirements. The standard should not be interpreted as providing one universal pass/fail value suitable for every zinc silicate coating system.

ISO 8503-5

Preparation of steel substrates before application of paints and related products — Surface roughness characteristics of blast-cleaned steel substrates — Part 5: Replica tape method for the determination of the surface profile

ISO

Surface Preparation

What it covers

ISO 8503-5 specifies a field method for determining the surface profile of abrasive blast-cleaned steel using replica tape and a suitable measuring gauge before the application of paint or other protective coatings. The method provides a practical means of obtaining a numerical assessment of blast profile and is widely applicable to protective coating inspection where verification of surface preparation is required.

Inspection relevance

Surface profile is an important characteristic of abrasive blast-cleaned steel because the profile produced must be appropriate for the protective coating system being applied. Replica tape enables inspectors to obtain and record a representation of the blast profile at selected locations before the surface is coated. The measurement should be interpreted in accordance with the applicable standard, project specification and coating system requirements. A higher surface profile should not automatically be considered better.
